Obama Executive Action – High skilled Immigrants

America, a nation of immigrants. People like high-skilled immigrants, students and entrepreneurs come from all over the world to this land of opportunities. Their talent and hard work helped America in becoming a global leader. But, today America’s immigration system is broken. The president Obama is using his executive orders trying to fix this broken immigration system.

미국은 이민의 나라이다. 사람들은 숙련된 이민자, 학생 그리고 사업가들이 전세계에서 이 기회의 땅에 오는 것을 좋아한다. 그들의 재능과 열정은 미국이 글로벌 리더가 되는데 이바지 해 왔다. 하지만 오늘날 미국의 이민 시스템은 broken 됐다. 오바마 대통령은 이 붕괴된 이민 시스템을 바로 잡기 위해 행정 명령을 발동 했다.

President Obama on Thursday announced his plan for executive action to fix broken immigration system. Here is the summary of executive actions that Obama is planning to Implement:

오바마 대통령은 목요일 붕괴된 이민 시스템을 바로잡기 위한 그의 계획을 발표했다. 아래에 그 내용을 요약했다.

High skilled immigrants: 고 숙련자 이민

H-1B Visa:

    To make immigration process faster and easier for high-skilled immigrants, students and entrepreneurs so that they could stay here and contribute to America’s economy.
    Expanding work authorization for high skilled workers who are in line for green card.
    To eliminate the uncertainty of “same or similar job” in employment based visas. So that workers have the flexibility to change their employers or switch to other jobs.
   
    고숙련자 이민자, 학생, 사업가 에 대한 이민 프로세스를 좀 더 쉽고 빠르게 함으로서 그들이 미국에 머물면서 미국 경제 발전에 이바지 할 수 있도록 할 것이다.
    영주권 절차에 들어가 있는 고숙련 노동자들에게 work authorization을 확장한다.
    고용 기반의 비자에서 불명확하게 있었던 same or similar job 이라는 표현을 제거한다. 그래서 그 노동자들이 그들의 고용주를 변경하거나 직업을 바꾸는데 좀 더 많은 유연성을 주도록 한다.

H-4 Visa:
    Provide work authorization to certain H1b spouses who have an approved I-140.
    I-140 이 승인된 (특정) H1B  배우자에게 work authorization을 제공한다.

F1 Visa:

    To expand the degree programs for OPT and to extend the OPT time period for foreign STEM students and graduates, so that America could get benefit from the talented STEM graduates.
    OPT 에 대한 degree program을 확장하고 외국인 (STEM) 학생과 졸업자들들에게 OPT time period를 연장해 준다. 그럼으로서 능력있는 STEM 전공자들이 미국을 위해 기여할 수 있도록 한다.

L1 Visa:

    To issue a policy memorandum that provides a clear meaning of ” Specialized Knowledge” to bring clarity to the L1-B program.

Undocumented Immigrants:

    Granting work permits to nearly 5 million undocumented workers who are currently residing in America Illegally, so that they can come out of shadows and contribute to America’s economy.
    Undocumented parents of US citizens, lawful residents who are residing in America for more than 5 years have to pass a background check and pay taxes to live in this country temporarily without a fear of deportation.
    Deporting the illegal immigrants who may pose a threat to the nation like criminals, gang members.

Border Security:

    To prevent the illegal immigrants crossing the borders by increasing the security at borders and by deploying additional resources at the borders.
    To deport the illegal immigrants who crossed the borders recently.
