R.I. House votes 51-19 to legalize same-sex marriage; bill now goes to Senate

PROVIDENCE, R.I. -- With more than 100 supporters watching from the gallery, the Rhode Island House voted 51 to 19 Thursday to pass a bill that would legalize same-sex marriage.

After House Speaker Gordon D. Fox announced the vote, members rose to their feet in a prolonged standing ovation.

The vote followed a debate that lasted roughly an hour and a half, with supporters and opponents giving often impassioned, emotional speeches explaining their positions.

Until Tuesday, the issue -- introduced annually for the last 11 years -- had never made it beyond committee hearings.

This year, the outcome in the House was never really in doubt, with Speaker Fox signed on as the lead cosponsor and 42 of 75 members signed on as supporters.

Now the bill goes to the Senate, where there is more opposition and leaders say it may sit for weeks or even months before a hearing is held.

The bill the House passed, introduced by Rep. Arthur Handy, D-Cranston, would remove gender-specific language from state law, defining marriage as the "legally recognized union of two (2) people."

100여명의 지지자들이 방청석에서 지켜보는 가운데 동성결혼 합법화 법안이 목요일 51대 19로 주의회를 통과했다.

주의회 대변인인 Gordon D. Fox가 투표 결과를 발표하자 방청객들은 일어나서 오랫동안 박수를 쳤다.

지자자들과 반대자들의 열정적이고 감동적인 자신들의 입장발표를 한시간 30여분 들은 후 투표는 이루어 졌다.

지난 11년간 논란이 돼 왔던 이 안건은 위원회 공청회까지 열렸었지만 화요일까지 확정되지 않았었다. 

올해 이 안건이 주의회를 통과할 것이라는 것은 일찌감치 예상됐었다. Fox 대변인이 이 안건의 발의에 앞장섰고 75명중 42명에게 지원한다는 찬성 사인을 받았기 때문이다.

이제 이 안건은 상원으로 갈 것이다. 상원에는 반대론자들이 주의회보다 더 많다. 그리고 상원의장은 공청회를 갖기까지는 몇주 내지는 몇달이 더 걸릴수도 있을것이라고 말한다.

Rep. Arthur Handy, D-Cranston 에 의해 소개 된 이 안건은 주 법에 있는 성별을 지칭하는 단어들을 모두 없애 버린 것이다. 결혼에 대한 정의가 "두 사람의 결합 이면 합법" 임을 담고 있다.

이로서 New England 지역의 6개 주 가운데 유일하게 동성 결혼 합법화가 이루어지지 않은 로드 아일랜드가 동성 결혼 합법 지역으로 될 것인지 아닌지는 이 법안의 상원 통과 여부에 달렸습니다.
